What do we actually mean by Monitoring & Evaluation?

Mr. Gonzalo Hernández Licona is a Mexican economist and distinguished scholar in the fields of poverty measurement, economic development and social program evaluation. He has established and led what is rated as one of the best independent evaluation institutions in the developing world—CONEVAL.

Mr. Gonzalo shared his experience of institutionalizing evaluations, setting up CONEVAL in Mexico, history of Oportunidades (Mexico's conditional cash transfer program) and linking performance to budgeting, among others. The session presentation can be found here.
