OVERVIEW

Glocal Evaluation Week is a knowledge-sharing event where participants from all over the world join events to learn from each other on a variety of topics surfacing in Monitoring & Evaluation (M&E) ecosystems. Convened by the Global Evaluation Initiative (GEI), Glocal supports strengthening national M&E systems and enhancing evidence use in countries. It was launched by the Centers for Learning on Evaluation and Results (CLEARs), a key GEI partner, which continues to organize regional events. GEI emphasizes country-owned efforts aligned with local needs and goals, making knowledge sharing a central mission.

DMEO has been a part of the Glocal initiatives since 2020 wherein webinars are organized jointly with our partners on themes/ areas of mutual interest. These webinars are recorded and widely disseminated over social media by DMEO and other partners. The theme for Glocal 2025 is “Evaluation for a Better Future: Environmental Sustainability, Inclusion, and Peace”.

Consonant with the theme of Glocal, DMEO’s session in Glocal 2025 is titled “Journey of DMEO's Data Governance Quality Index and the Way Forward”. Event details are as follows:

Journey of DMEO's Data Governance Quality Index and the Way Forward

 

The Data Governance Quality Index (DGQI) exercise was initiated in 2020 by the Development Monitoring and Evaluation Office (DMEO), an attached office of NITI Aayog along with the support of NIC/NICSI and concerned line Ministries/Departments (M/Ds).

The intent of the DGQI is to enable Ministries/Departments to assess themselves at various levels of data maturity on the basis of a standardized framework, which in turn would facilitate the deepening of data governance and data quality in the Government of India.

The objectives are as follows:

  • To enable review and assessment of data maturity of the M/Ds through a standardized framework.
  • To prepare a self-assessment diagnostic tool that will enable the M/Ds to internally contemplate the need for improving data systems.
  • To enable the commissioning agencies to conduct a comparative assessment of data preparedness and source best practices in IT systems which can enable improved cross-learning between the participating agencies.
  • To create a secure data ecosystem through Digital Governance standards

This session will explore the current landscape of the Data Governance Quality Index (DGQI), share key insights and lessons from the latest assessment, and discuss potential directions for its future development and enhancement.
