Measuring Impact to Shaping Policies
The National Conference on Monitoring, Evaluation, and Learning (NCMEL 2024), organized by the Development Monitoring and Evaluation Office, NITI Aayog, Government of India, is a significant interdisciplinary gathering of government officials, professionals, policymakers, researchers, and practitioners dedicated to advancing the field of monitoring, evaluation, and learning. This conference is a pivotal platform for exchanging knowledge, experiences, and best practices, all aimed at enhancing the effectiveness of monitoring and evaluation processes across various sectors.
Background:
The inaugural NCMEL in March 2021 focused on 'Institutionalizing M&E Practices for Sustainable Impact,' addressing emerging approaches, technologies, and the professionalization of M&E. The 2022 conference centered on 'Monitoring & Evaluation for Sustainable Development through Cooperative Federalism,' extending discussions on capacities, inclusivity, data, and quality. The upcoming Third National Conference themed “Measuring Impact to Shaping Policies’” aims for solution-driven discussions, uniting national and state governments, sectoral experts, academia, and international non-governmental organizations.
Objectives of NCMEL 2024:
The Government of India, through its policies, schemes, and priorities, aims to improve the quality of life for its citizens and the country's overall development. Ambitious goals and objectives are measured through result-oriented Monitoring and Evaluation (M&E) systems, making the strengthening of M&E systems and processes crucial to sustainable development. DMEO, as the apex M&E body in India, sets the standard for effective M&E. In coordination with various ministries and departments, DMEO actively works towards strengthening the M&E system. The third National conference will bring forth challenges in the M&E system, which will be deliberated upon by key stakeholders. The objectives of the conference include:
- Facilitate the exchange of knowledge, experiences, and innovative ideas in M&E across various stakeholders in the M&E ecosystem.
- Identify and discuss issues and challenges in M&E across India and deliberate on implementable ideas to strengthen the state-level M&E systems.
- Enhance the skills and competencies of M&E practitioners and professionals across sectors/ states in utilizing monitoring & evaluation frameworks, result-oriented outcomes, and data quality assurance.
- Promote collaboration among center and state to foster a holistic approach to M&E, leading to improved outcomes.
