About Us
The Development Monitoring and Evaluation Office (DMEO) is an attached office of NITI Aayog. Constituted in September 2015 by merging the erstwhile Program Evaluation Office (PEO) and the Independent Evaluation Office (IEO), DMEO works to fulfill the monitoring and evaluation (M&E) mandate and to build the M&E ecosystem on India.
DMEO has been mandated to actively monitor and evaluate the implementation of schemes, programs and Initiatives of the Government of India (GoI) to strengthen their implementation and scope of delivery on an ongoing basis. Further, evidence-based policy making should be integral to the overall governance structure in New India. To achieve this, it is important to be able to track performance, determine outcomes to understand how well a scheme is performing, and to help diagnose reasons for poor performance and generate recommendations for course corrections.
DMEO has been organizing national conferences on M&E virtually every year. However, the first-ever in-person two-day conference on National Monitoring, Evaluation, and Learning (NCMEL) was held on May 2-3, 2024. It was attended by over 400 participants, including Central/State government officials, partner organizations, academicians, and researchers.

विकास अनुवीक्षण और मूल्यांकन कार्यालय (डीएमईओ) नीति आयोग का एक संबद्ध कार्यालय है। इसका गठन भूतपूर्व कार्यक्रम मूल्यांकन कार्यालय (पीईओ) और स्वतंत्र मूल्यांकन कार्यालय (आईईओ) का विलय करके सितंबर 2015 में किया गया। डीएमईओ अनुवीक्षण और मूल्यांकन (एम एंड ई) अधिदेश को पूरा करने और भारत में एम एंड ई इकोसिस्टम निर्मित करने के लिए कार्य करता है।
डीएमईओ को भारत सरकार की स्कीमों, कार्यक्रमों और पहलों के कार्यान्वयन का सक्रिय अनुवीक्षण और मूल्यांकन करने का अधिदेश दिया गया है ताकि उनके कार्यान्वयन और वितरण के स्कोप को निरंतर आधार पर सुदृढ़ किया जा सके। इसके अलावा, साक्ष्य आधारित नीति निर्माण को नए भारत में समग्र शासी संरचना का अभिन्न अंग होना चाहिए। इसकी उपलब्धि के लिए यह महत्वपूर्ण है कि निष्पादन का अनुवीक्षण, परिणामों का निर्धारण किया जा सके ताकि यह समझा जा सके कि कोई स्कीम कितनी अच्छी तरह से कार्य कर रही है तथा खराब प्रदर्शन के कारणों का पता लगाने और सुधार के लिए सिफारिशें सृजित करने में मदद मिल सके।
डीएमईओ प्रत्येक वर्ष एम एंड ई संबंधी राष्ट्रीय सम्मेलन का वर्चुअली आयोजन करता रहा है। हालांकि, पहली बार राष्ट्रीय अनुवीक्षण, मूल्यांकन और शिक्षण (एनसीएमईएल) संबंधी दो दिवसीय व्यक्तिगत सम्मेलन 2-3 मई, 2024 को आयोजित किया गया था। इसमें केंद्र/राज्य सरकार अधिकारियों, भागीदार संगठनों, शिक्षाविदों और शोधकर्ताओं सहित 400 से अधिक प्रतिभागी शामिल थे।

Webinar to share insights on the education sector to states from the evaluation study of schemes of Ministry of Education, Government of India
DMEO in collaboration with Ministry of Education and KPMG completed the education sector evaluation study in August 2020. An online seminar was held on 27th October 2021 with participants across states from education and planning departments. The seminar aimed to sensitize the state officials on the critical findings from the sector and highlighted some of the best practices in implementing key initiatives in the education sector.
Session on Output-Outcome-Monitoring-Framework and Evaluation Criteria
WFP and DMEO undertook a one-day virtual workshop on the fundamentals of Output-Outcome-Monitoring-Framework and the OECD-DAC evaluation criteria for all staff of the DEO, Govt of Rajasthan, on 15th November 2021.

An online seminar was held on 2nd December 2021 with over 170 participants across states and UTs. The seminar aimed to sensitize the state officials on the critical findings from the jobs and skills sector and highlighted some of the best practices in implementing key initiatives in the sector.
Training session on Output-Outcome Monitoring Framework for Government of Jammu and Kashmir
A training session was conducted by the DMEO team, on December 22, 2021, for capacity building of the officials of the Planning Department and other line ministries/departments of Jammu and Kashmir on Output-Outcome based Monitoring and Output-Outcome Monitoring Framework for was developed for 83 schemes and projects under the Prime Minister’s Development Package (PMDP).

DMEO organized an introductory training session on the use of Computer Assisted Personal Interview (CAPI) methods in data collection for all the states/UTs. The objective of this webinar was to familiarize the participants with the importance of CAPI in terms of its ease of use, near real-time collection/monitoring of data and cost-effectiveness.
