About Us

DMEO has been organizing national conferences on M&E virtually every year. However, the first-ever in-person two-day conference on National Monitoring, Evaluation, and Learning (NCMEL) was held on May 2-3, 2024. It was attended by over 400 participants, including Central/State government officials, partner organizations, academicians, and researchers.

The Development Monitoring and Evaluation Office (DMEO) is an attached office of NITI Aayog. Constituted in September 2015 by merging the erstwhile Program Evaluation Office (PEO) and the Independent Evaluation Office (IEO), DMEO works to fulfill the monitoring and evaluation (M&E) mandate and to build the M&E ecosystem on India.

DMEO has been mandated to actively monitor and evaluate the implementation of schemes, programs and Initiatives of the Government of India (GoI) to strengthen their implementation and scope of delivery on an ongoing basis. Further, evidence-based policy making should be integral to the overall governance structure in New India. To achieve this, it is important to be able to track performance, determine outcomes to understand how well a scheme is performing, and to help diagnose reasons for poor performance and generate recommendations for course corrections.

Webinar to share insights on health sector emerging from evaluation study of schemes of Ministry of Health and Family Welfare (MoHFW), Government of India

DMEO in collaboration Ernst and Young (EY) and MoHFW has completed the health evaluation study in Oct 2020. An online seminar was held on 18th August 2021 to sensitize the state officials on the important sector findings from the report and some of best practices in implementing key health initiatives. The seminar was attended by over 200 participants from the state health, medical education and planning departments.

 

Webinar to share insights on agriculture sector emerging from evaluation study of schemes of Ministry of Agriculture and Farmers Welfare, and Ministry of Animal Husbandry, Dairying and Fisheries, Government of India

DMEO in collaboration with Deloitte, Ministry of Agriculture and Farmers Welfare, and Ministry of Animal Husbandry, Dairying and Fisheries has completed the agriculture evaluation study in August 2020. An online seminar was held on 24th September 2021 with participants across states from agriculture and planning departments. The seminar aimed to sensitize the state officials on the critical findings from the sector and highlighted some of the best practices in implementing key initiatives in the agriculture sector.

 

Session on Monitoring and Evaluation Fundamentals

WFP and DMEO undertook a one-day joint classroom training on M&E fundamentals for all staff in the Directorate of Evaluation Organization, Govt of Rajasthan. Facilitators from DMEO along with facilitators from WFP introduced the staff to a range of topics including; importance of M&E and impactful examples from the globe; key concepts and elements of M&E; differentiating monitoring from evaluation; typical evaluation cycle; and understanding logical frameworks.

 

Webinar to share insights on the education sector to states from the evaluation study of schemes of Ministry of Education, Government of India

DMEO in collaboration with Ministry of Education and KPMG completed the education sector evaluation study in August 2020. An online seminar was held on 27th October 2021 with participants across states from education and planning departments. The seminar aimed to sensitize the state officials on the critical findings from the sector and highlighted some of the best practices in implementing key initiatives in the education sector.

 

Webinar to share insights on jobs and skills sector to states from the evaluation study of schemes of Ministry of Labour & Employment and Ministry of Skill Development and Entrepreneurship

An online seminar was held on 2nd December 2021 with over 170 participants across states and UTs. The seminar aimed to sensitize the state officials on the critical findings from the jobs and skills sector and highlighted some of the best practices in implementing key initiatives in the sector.

Training session on Output-Outcome Monitoring Framework for Government of Jammu and Kashmir

A training session was conducted by the DMEO team, on December 22, 2021, for capacity building of the officials of the Planning Department and other line ministries/departments of Jammu and Kashmir on Output-Outcome based Monitoring and Output-Outcome Monitoring Framework for was developed for 83 schemes and projects under the Prime Minister’s Development Package (PMDP).

Introductory session on the use of Computer Assisted Personal Interview (CAPI) methods in data collection

DMEO organized an introductory training session on the use of Computer Assisted Personal Interview (CAPI) methods in data collection for all the states/UTs. The objective of this webinar was to familiarize the participants with the importance of CAPI in terms of its ease of use, near real-time collection/monitoring of data and cost-effectiveness.
