This document provides a bulletin of key terminologies and concepts associated with Outcome-based budgeting, Output Outcome Monitoring Framework (OOMF), and monitoring systems. The purpose of the document is to provide a quick, ready reference to technical components of the outcome-monitoring system for smooth, meaningful implementation and engagement with this exercise.

Introduction to OOMF

This document provides a quick overview of the Output Outcome Monitoring Framework (OOMF) exercise in terms of its current scope, objectives and implementation process. It explains how it is an important reform towards outcome-based monitoring by defining measurable indicators for outputs and outcomes of ~500 Central Sector and Centrally Sponsored Schemes of 67 Ministries/Departments of the Government of India.

Guidance for OOMF Indicator Framing

This document lays down the guidelines for Ministries/Departments and DMEO, NITI Aayog for framing output-outcome indicators for CS/CSS schemes of the Government of India for inclusion in Output-Outcome Monitoring Framework (OOMF). It advocates and explains the two-step approach to be adopted for the same: (a) Clearly delineating inputs, activities, outputs and outcomes of schemes using logical framework tool and (b) Defining SMART (Specific, Measurable, Attainable, Relevant, Trackable) indicators for identified outputs and outcomes.
