ISB

 

The Development Monitoring and Evaluation Office (DMEO), NITI Aayog, and Indian School of Business (ISB) signed a Statement of Intent to collaborate and establish a framework to encourage and promote

cooperation in the areas of capacity building of the public officials and conducting joint studies in Monitoring and Evaluation of government policies and programmes in India. Through the partnership, both the institutions will also organize workshops, forums, seminars and such other activities leading to enhance advocacy of Monitoring & Evaluation in the country.

DMEO and ISB have exciting projects coming up. Initial talks have begun on projects such as evaluating the role of Direct Benefit Transfers in LPG connections and documenting the learnings from the successful Odisha Millets Mission. Similarly, ISB has been working on creating a training programme for in-service government officials. Further, a discussion and demonstration by Prof. Ashwini Chhatre on ISB initiatives and data tools namely the ‘India Data Portal’ and ‘India Pulse’ was held on the 3rd of September.

Development Monitoring & Evaluation Office (DMEO), NITI Aayog and International Initiative for Impact Evaluation (3ie) have partnered together to combine expertise, experience and capacities in strengthening the

monitoring and evaluation in the country. The International Initiative for Impact Evaluation (3ie) is a global leader in funding, producing, quality assuring and synthesising rigorous evidence. The partner's global experience will be leveraged to develop various monitoring and evaluation frameworks and toolkits. The partnership between DMEO and 3ie is aimed at mutually fostering research capacities through collaborative research seminars and capacity building programmes. Dr. Bidisha Barooah, Senior Evaluation Specialist from 3iE has hosted a Research Seminar on “Real world evaluation: applying impact evaluation methods creatively” in August 2021. Mr Vengugopal Mothkoor, M&E Specialist and Ms Fatima Mumtaz, Young Professional, from DMEO have presented their research titled - “The digital dream: Upskilling India for the future” at the Research Seminar series collaboratively organised by 3ie and DMEO.

Development Monitoring & Evaluation Office (DMEO), NITI Aayog has partnered with J-PAL South Asia to build a strong and collaborative monitoring

& evaluation ecosystem in India, consisting of government, academic institutions, civil society and industry. The partnership further strives to strengthen monitoring & evaluation systems and capabilities across key stakeholders. In collaboration with JPAL, a number of events have been conducted such as the DMEO Conversation series DMEO was also invited by JPAL to participate in GLocal. IIM

 

A strategic and technical collaboration between DMEO and IIM-A has been operationalised through the signing of an SOI with an objective of promoting cooperative institutional relation to organise capacity

building exercises for public officials and undertake joint studies for monitoring and evaluation of government programmes and schemes. The JSW School of Public Policy has been delegated as the nodal department for the partnership and in collaboration with DMEO it will organise workshops, forums, seminars and other such activities with an intent to enhance advocacy for M&E in the country.

The Development Monitoring & Evaluation Office (DMEO), NITI Aayog has partnered with Institute for Competitiveness (IFC) to strengthen the monitoring & evaluation ecosystem in India.

The partnership further strives to strengthen monitoring & evaluation systems and capabilities across key stakeholders. IFC is the Indian knot in the global network of the Institute for Strategy and Competitiveness at Harvard Business School. In a virtual session, the SoI was signed by Dr Sekhar Bonu, Director General, DMEO NITI Aayog and Dr. Amit Kapoor, Chair, IFC. IFC in collaboration with DMEO organised a 2 day Article writing workshop . Day 1 comprised of writing for Newspaper and Magazines covering aspects of reading, critical thinking, assumptions, critiquing, best practises of writing. Day 2 comprised of writing for reports and research papers and it focussed on ways to do literature review, hypothesis creation, data analysis, structuring of the report, the arguments to build on, action points etc. The workshops were lead by the experts ,Dr. Amit Kapoor, Dr. Richard Dashard,Director,US-Asia Technology Management Center, Stanford University and Dr. Sandeep Goyal, Fellow, IFC. The Development Monitoring and Evaluation Office (DMEO) and the United Nations World Food Programme (WFP) entered into a strategic and technical partnership to strengthen

strengthen the monitoring and evaluation (M&E) ecosystem in India. The partnership strives to work together in the formulation of the national M&E policy, conducting joint evaluations and programme reviews, delivering high-quality M&E for government programmes by developing contextualized M&E toolkits and products, and supporting ongoing capacity building initiatives. The WFP is also supporting DMEO undertake a multistate survey for assessing the status of National Food Security Act (NFSA) and efficacy of the Public Distribution System for systematic distribution of food rations among the vulnerable sections in India.

The Development Monitoring and Evaluation Office (DMEO) and the Evaluation Community of India (ECOI) entered into a strategic and technical partnership to strengthen the monitoring

and evaluation (M&E) ecosystem in India. The partnership strives to work together in the formulation of the national M&E policy, conducting joint evaluations and programme reviews, developing contextualized M&E toolkits and products, support ongoing capacity building initiatives, undertake activities to advocate for need for M&E in the country and the South Asia region. In a virtual session, the SoI was signed by Dr Sekhar Bonu, Director General, DMEO NITI Aayog and Dr. Rajib Nandi, Co-Founder, ECOI.

BMGF

 

 

The Development Monitoring and Evaluation Office and the Bill and Melinda Gates Foundation (BMGF) signed an SoI on the 10th of March 2021. The areas of co-operation

include but are not limited to developing mechanisms for DMEO leadership to learn from global practices, developing guidelines to undertake different types of evaluations and delivering short courses on M&E. Over the past few months, under the capacity building initiative, discussion sessions have been organized in partnership with BMGF. These sessions bring together leaders in the M&E ecosystem and DMEO staff for engaging discussions on topics that vary from professionalizing evaluations to the using the power of persuasion to make policy makers use evaluations in decision making.

 


 

APEA

 

 

The SoI between DMEO and APEA was signed on 28 July 2021. Through this engagement, APEA will extend technical assistance to DMEO in the preparation of technical documents,

identify best practices, and synthesise evidence in M&E. APEA will also extend support in conducting capacity development activities for officials at center and state level, local researchers, students, regional institutions and other stakeholders. Additionally, given APEA’s wide reach among its member institutions, DMEO will leverage APEA’s platform to build awareness around the need of M&E in the country through joint events, webinars and other communication channels.

The Development Monitoring and Evaluation Office (DMEO), NITI Aayog, and Indian Institute of Management (IIM) Bangalore signed a Statement of Intent to collaborate

in areas of capacity building, content development for Monitoring & Evaluation (M&E) curriculum, undertaking joint research studies in the areas of M&E. Both the institutions will also cooperate in the conduct of workshops and conferences leading to strengthening of M&E advocacy in the country. In a virtual session, the SoI was exchanged between Dr Sekhar Bonu, Director General, DMEO NITI Aayogand Prof. Rishikesha T. Krishnan, Director IIMB.

 


 

UNICEF

 

 

Through way of a Letter of Intent, DMEO and UNICEF came into a partnership in February 2020. The main area of cooperation is technical assistance and advisory.

Activities undertaken/ to be undertaken include but are not limited to joint studies, guidance on development of toolkits, collaboration in capacity building for various stakeholders in the M&E system, participation in regular knowledge exchanges, sharing toolkits to be hosted on DMEO’s website, etc.

 


 

AIGGPA

 

 

The Development Monitoring and Evaluation Office, NITI Aayog and Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis (AIGGPA) signed a Statement of Intent in August 2021 to work in

partnership to strengthen Monitoring and Evaluation in India with a special focus on the state of Madhya Pradesh. The areas of cooperation include but are not limited to capacity building for public officials, strengthening capacities of local researchers, conducting joint studies, organizing workshops/forms/seminars leading to advocacy of M&E in the country, exchange of best practices, etc.

The Development Monitoring and Evaluation Office (DMEO) and United Nations Development Programme (UNDP) signed a MoU on the 2nd of March 2022 to form a partnership to collaborate on various activities to further India’s development.

Director General, DMEO Sekhar Bonu and Ms. Nadia Rasheed, Deputy Resident Representative, UNDP, India, discussed potential areas of collaboration and strengths of each partner that could be leveraged. A partnership was long due as there is joint interest in institutionalizing outcomes budgeting especially at the subnational level. Areas of collaboration focus around capacity development and training at various levels of government. UNDP assisted DMEO in organizing the session on ‘Localizing Outcomes Monitoring’ at the National Conference on Monitoring Evaluation and Learning, 2022.
