OVERVIEW
Evidence-based decision-making is more important than ever as the world struggles with the continuing impact of COVID-19, newer conflicts, climate change, widespread poverty, and inequality. The ability to monitor and evaluate the relevance and effectiveness of policy interventions is an urgent priority as governments and organizations try to balance limited resources with increased needs.
The fifth edition of the annual gLOCAL Evaluation Week, a global monitoring and evaluation (M&E) knowledge-sharing movement convened by the Global Evaluation Initiative will be taking place virtually between May 29 and June 2, 2023.
The gLOCAL Evaluation Week is a unique opportunity allowing participants to learn from each other exchanging knowledge about a wide range of M&E topics. It brings together regional, national, and international partners and serves as a synchronized, collaborative, and widely accessible inter-regional space to promote monitoring & evaluation discussion and debate.
This year, gLocal looks at three important thematic areas that are crucial for the practice and institutionalization of M&E: Culture, Context, and Collaboration.
DMEO values the power of evidence to improve people’s lives and continues to be a part of this global M&E movement.

Shifting from Input-based Financing to Result-based Financing in Govt Schemes
The release of funds in government schemes is normally based on the utilization of previous releases, which leads to an inherent focus on the quantum of expenditure rather than on the quality of expenditure. Therefore, a need has been felt to allocate finances for schemes based on achievement of results.
A considerable number of programmes and pilots have been tested out and implemented by various multilateral agencies like Program for Results (PforR) and Output-Based Aid (OBA) by World Bank. Certain Ministries/Departments of Government of India are also testing waters by linking partial budget to achievement of results (for example Conditionality Framework of National Health Mission of MoHFW and Revamped Distribution Sector Scheme of Ministry of Power which has provision for Result-Linked financial assistance).
With this backdrop, the Development Monitoring and Evaluation Office (DMEO), NITI Aayog brings together experts in the domain of institutionalizing result-based financing within the M&E system. Through this discussion, the panel will explore different approaches, best practices, challenges, and way forward towards addressing how M&E systems and practices can adapt to be effective in the Indian context.
Organizational Evaluation Framework
The session brings on panel evaluation experts from various sectors to discuss different frameworks and approaches used to evaluate organisations. Organisations, agencies and public sector enterprises which receive large investments from the government need to be evaluated from time to time as they are service and product providers to the public at large. If internal processes are inefficient and capacities are lacking, investments in such public organisations will result in an inefficient allocation of public funds.In the above context, DMEO has developed a framework that could be used to evaluate such organizations. The discussions in session will cover:
- Rationale to evaluate government organisations and institutions
- Understand various aspects and innovative ways for conducting the organisational assessment/evaluation
- Discuss the emerging approaches and frameworks being used in conducting organizational evaluations and lessons learnt from case studies and evaluations done in the past.
