Level 1:

Open to consultation and presents views in a concise manner with the help of data

Confidently presents M&E vision, strategy, and results in a clear, concise, and constructive manner

Engages with individuals and groups to develop an understanding of the context of the evaluation and prepares evaluation products accordingly

Collaborates with Ministry/Department heads and programme officials to ensure that departmental needs for performance information are met

Reaches out inside and outside the organization, with those who can provide M&E-related information

Communicates the pros and cons of an M&E initiative, as well as its benefits for the department and the public in order to get buy-in

Level 2:

Consults others and takes multiple actions to persuade others

Develops links with the internal and external experts and relevant information sources, proposes good evidence-based solutions to benefit the ministry/department and the public

Develops and nurtures key contacts and network of experts as a source of M&E information, keeping in mind the end goal of providing better services to the public through evidence-based solutions

Contacts colleagues within and outside the organization to identify synergies and convergence

Understands the target groups’ views and customises the communication to convince them

Level 3:

Proactively looks for opportunities to promote convergence

Continuously engages with the external monitoring and evaluation communities/ stakeholders and looks for opportunities to partner and transfer knowledge

Takes initiative to engage with internal and external stakeholders to create new ideas and solutions for evidence-based decision making

Proactively shares knowledge and information to build M&E capacity and convergence

Keeps stakeholders informed about various M&E initiatives and products, and engages with them regarding new initiatives and products

Makes an effort to understand the motives of others and uses this insight to customise the communication

Level 4:

Align diverse interests to a common goal

Explores innovative ways to converge different opinions, keeping in mind the end goal

With key stakeholders, drafts improvement/course correction plan for policies/schemes/programmes, based on recommendations from the M&E reports, linking the plan to operational processes of relevant stakeholders

Creatively uses the knowledge of the internal and external experts in order to address diverse interests of the stakeholders

Communicates with conviction and clarity in face of tough negotiations

Level 5:

Promotes consensus building and convergence

Monitors and follows up on the usefulness of M&E in meeting the needs of ministries/departments/states, and integrates lessons learned into the work of evaluation teams

Creates forums where people can interact with each other on the larger goal and move away from a ‘silo’ mindset, facilitated by evidence from M&E

Demonstrates willingness to trade-off immediate gain with long-term benefit, based on credible evidence

Inspires others to consult and rely on evidence, keeping the greater good in mind, before arriving at any critical decisions
