Outcome-based Monitoring to Enhance Evidence-Based Implementation

To enhance the efficacy of public schemes and initiatives the policymakers and stakeholders across the world are realizing the limitations of traditional Input-based budgeting. Input-based budgeting primarily focuses on allocating resources without necessarily measuring the impact or outcomes achieved. However, there has been a paradigm shift towards outcome-based monitoring, wherein the emphasis is placed on tracking the actual results and impacts of government interventions. The outcome-based monitoring is a process that requires building capacities of the departmental/ministerial staff. It also requires implementing data-driven decision-making. Outcome-based monitoring is an iterative process that requires consultation among multiple stakeholders, including the Ministry of Finance, Line Ministries, and State Planning Departments. This session aims to explore the transition from input-based budgeting to outcome-based monitoring in states, discussing key challenges, best practices, and the role of stakeholders in improving the effectiveness of government schemes.

Objectives:-

  • To understand the localisation of outcome monitoring at various levels of governance for the achievement of national development goals.
  • To discuss the enablers and barriers of outcome-based monitoring mechanisms in the context of improving the efficacy of government schemes.
