Utilization of Government Data for Ascertaining Impact & Recommendations

In the dynamic landscape of governance and public policy, evidence-based decision-making has emerged as a crucial instrument for effective administration in the 21st century. Data is essential for evidence-based policy. Recognizing this, India has invested heavily in data systems over the past two decades in initiatives like user-friendly dashboards, Management Information Systems (MIS), Open Data initiatives. It was in this context that the Data Governance Quality Index (DGQI) initiative was launched in 2020. It aims to assess the data preparedness of ministry/departments using a standardized framework with the objective of capacity enhancement, inter-departmental collaboration, informed policy making and fostering healthy competition between different ministries/departments.
Launched initially in 2020 as DGQI 1.0, and further revamped as DGQI 2.0 in 2021 consisting of 3 pillar bifurcated into 12 themes and 64 questions, the exercise has successfully conducted 6 rounds till date and as part of the 7th and ongoing round of DGQI 2.0 exercise (capturing data as of end of Quarter 4 of FY 2022-23), 75 M/Ds are in the process of submitting their responses across ~579 interventions. The exercise is conducted every quarter where the Ministries are requested to fill the responses to a questionnaire on a DGQI dashboard. The Ministry and the scheme divisions fill separate sets of questionnaires meant to capture their unique attributes. The exercise culminates with a report including rankings of all M/Ds, which provide analytical insights for further improvement and learning.


The exercise strongly encourages participation from states which would benefit them in efficiency policy implementation & planning mechanisms across their Departments. DGQI creates a culture of cooperation and learning to share best practices, innovative approaches, and solutions to common challenges. A key benefit is the creation of a best practice repository which showcases innovative data-driven initiatives undertaken by various states.
This session will explore data-driven decision-making in government, focusing on the development and impact of an index to assess Data Governance across organizations. We will examine how data informs decision and policy-making for senior leaders, the adoption of these practices, and insights from thought leaders on the challenges and learnings in developing the DGQI (Data Governance Quality Index). The discussion will also cover real-world examples of data-driven decision-making, assess the DGQI's effectiveness in improving data governance and service delivery, and consider future trends amidst technological advancements. Additionally, we will explore case studies on robust data governance, corporate perspectives, team-building strategies for data governance, international involvement, and technical systems for managing big data. The session will conclude with a summary of key insights, underscoring the importance of data governance today.
