DMEO has been organizing national conferences on M&E virtually every year. However, the first-ever in-person two-day conference on National Monitoring, Evaluation, and Learning (NCMEL) was held on May 2-3, 2024. It was attended by over 400 participants, including Central/State government officials, partner organizations, academicians, and researchers.
The Development Monitoring and Evaluation Office (DMEO) is an attached office of NITI Aayog. Constituted in September 2015 by merging the erstwhile Program Evaluation Office (PEO) and the Independent Evaluation Office (IEO), DMEO works to fulfill the monitoring and evaluation (M&E) mandate and to build the M&E ecosystem on India.
DMEO has been mandated to actively monitor and evaluate the implementation of schemes, programs and Initiatives of the Government of India (GoI) to strengthen their implementation and scope of delivery on an ongoing basis. Further, evidence-based policy making should be integral to the overall governance structure in New India. To achieve this, it is important to be able to track performance, determine outcomes to understand how well a scheme is performing, and to help diagnose reasons for poor performance and generate recommendations for course corrections.

Development Monitoring & Evaluation Office, NITI Aayog is striving for building a strong M&E ecosystem in the country with the support of State/UT Governments. Measuring the outcomes of each scheme and using this data for outcome budgeting has emerged as a breakthrough in evaluating the progress and success of schemes and also influences the necessary policy-level decisions in the state.
My biggest professional achievement thus far has come from DMEO, in working across levels of government to create impact at scale. From preparing monitoring reviews for the Prime Minister to coordinating public procurement of 10 firms for evaluations of public welfare programs to field experience across 6 states and 19 districts, DMEO gave me astonishing opportunities. I worked with 15 ministries (including environment, gender, skilling and health) on schemes worth nearly Rs. 1 trillion (USD 14.3 billion), building their capacity and data systems.
DMEO provided me a platform to contribute towards nation building by strengthening the monitoring and evaluation systems across the length and breadth of the country. It is a great place to work surrounded by extremely amazing team members and a caring senior management. The interests of team members are always kept at the heart of decision making.
