Curriculum
To further institutionalize the capacity building efforts across central ministries and states, DMEO has drafted a dedicated curriculum and competency framework on M&E for government officers. Both the components are interlinked, with the curriculum designed to target and cater to the specific skilling needs identified in the competency framework. Once finalized, the curriculum and competency framework will be institutionalized through capacity building initiatives through Central and State Administrative Training Institutes (CTIs/ATIs), online and classroom learning sessions, and Massive Open Online Courses (MOOCs) through the iGOT-Mission Karmayogi platform, etc.
Note: The curriculum and competency framework cover both the aspects of monitoring and evaluation. Going forward, the same may be revised further to address specific aspects of M&E, if required.
Purpose and objectives
Purpose and objectives Purpose of the training curriculum and the competency framework is to train participants (i.e., government officers) across all stages and aspects of an M&E cycle, as well as building essential skills for evidence-based decision-making to enhance the impact of public policy and programmes/schemes. Overall objectives are to:
- Map, identify, and address the existing capacity and skill gaps in the government M&E staff/professionals at all levels.
- Advocate for the role of a robust M&E system in enhancing the effectiveness of public service delivery.
- Introduce government officers at all levels with national and global M&E practices, tools, techniques, etc.
- Augment the ability of central ministries/departments and states to plan, execute, and utilize results from high-quality evaluations and M&E systems.
The M&E curriculum is divided into two parts based on the target audience. One set of the curriculum is designed for senior in service government officers (Director and above) and the other is designed for Group A/B officers (up to Undersecretary), research officers, etc.
